The Telegraph article mentions a report by the Free Enterprise Group in which Chris Skidmore, author of the report, proposes relatives of elderly in need of social care to look after elderly and be given an allowance instead of putting local council-run care services to do so. Under Government policies, councils are allocated “personal budgets” to spend on home help and equipments.
